In order to unlock the Mora Patron Deck, you have to collect its five fragments. You can collect each fragment by performing specific activities inside the Endless Archive! You can find the Archive in the North Eastern part of the Apocrypha zone but it is available with the base game! This is where you can find all five fragments.

How to get Filer’s Mora Patron Deck Fragment in ESO
You can purchase this fragment from the Filer Tezurs Merchant inside the Endless Archive with the Archival Fortunes currency.
How to get Seeker’s Mora Patron Deck Fragment in ESO
This fragment has a chance to drop from Gw the Pilferer inside the Endless Archive! Gw the Pilferer is a special enemy that can appear when fighting Cycle Bosses!
How to get Versed Mora Patron Deck Fragment in ESO
You can get this Fragment as a reward from Muniment Chests, inside the Endless Archive! The Endless Archive is located in the Apocrypha zone but is available with the base game.
