Crystal Fragments and Endless Fury are deadly abilities that can destroy enemies, while Streak and Hardened Ward will help you reset fights and survive. Twilight Matriarch is your Heal ability! The Build can also use the Healing Contingency Scribing Skill:

• Healing(Warding) Contingency: Healing(or Damage Shield)+Gladiator’s Tenacity+Resolve

Allocate the minimum required points to stars along your path in order to reach your desired Slottable Stars faster. Once you have unlocked all Stars, start allocating more Champion Points to them to fill them out. Race

The Best Race for the One Bar Magicka Sorcerer Build in ESO is High Elf. Dark Elf, Breton, Khajiit and Argonian are decent alternatives. Any Race with Magicka bonuses can work well though. You can find more about the playable races in my ESO Race Guide!

Neither is necessary.

Rotation for One Bar Magicka Sorcerer PVP Build ESO

Protect yourself with Hardened Ward and attack with Crystal Frags and Endless Fury. Crystal Frags is your spammable and a powerful Burst damage skill. Always use it when it procs and combine it with Endless Fury for executions. Streak is an excellent escape skill that can also stun enemies. When you have built enough Ultimate, activate Power Overload and use it to deal massive Shock damage. Combine it with your other offensive skills for better results. Heal yourself and your allies with Twilight Matriarch. Always Light Attack before skills to boost your damage!
